It's confirmed "y" is pronounced like a consonant with the qualities: voiced, alveolar, and being a fricative. I know this because jan Sonja said in November 2019 y is pronounced /ð/. In April 2024, she said to tokiponize /ɬ/ (Bad font? It's voiced lateral alveolar fricative.) as y. Both are fricatives, alveolar, and voiced.
